Policing and Security of the Campus
It is policy
of the Colorado State University Police Department (CSUPD) that any and all
policing or security
activities, assignments or functions will either be performed by, at the direction of or with the approval of
the CSUPD.
Departments or organizations are prohibited from independently contracting
outside policing or security services without the approval of the CSUPD.
Event Plan/Assessment
Our
goal is to assist you in having a SAFE and successful event through risk
management and event planning/management. Once you have scheduled your event
with Emilia
Parker, please contact the University
Police Department a minimum of two weeks prior to your event. The
more planning time we have, the more likely you will achieve a
successful outcome! It is up to YOU to manage and control your event -
police will keep a low profile unless we are needed. The following basic
steps must be followed in ADVANCE of your event:
1. Contact the Colorado State Special Activities Interim Lieutenant, Chris
Wolf at
970-491-2312.
2. What type of event and venue are
you planning? (e.g. Concert at Moby, dance at LSC, etc.)
3. Risk assessment: What
damages or injuries could possibly occur? Who is performing? What is
their track record at prior venues? What type
of
crowd is known to attend?
How large could be crowd be? What type of insurance is needed? Where do you plan to advertise?
4.
How will police identify persons who will assist in planning and managing
the event? How will you coordinate event control with police? Note:
Those persons will need to
attend an orientation with the CSU Police Department about mutual expectations, safety steps, signage,
etc.
5. Access
Control: What type of security will be needed at the door? Will people be
allowed to leave and return? Do we need to be prepared for
alcohol and weapons control?
What equipment is needed? Will there be special invitations? What will be
done with "turn away" crowd?
6. Will parking and grounds security be needed?
7. Who will handle minor infractions and safety issues? When will they be referred to the police?
8. Your
Staff Safety: When should event sponsors be involved and what
should be directly referred to the police? How will event sponsors
be
identified? What is their training?
9. Cash Security: Will money be received or handled? By whom? Where will it be secured?
10. Lost and Found Property: How will it be handled or returned?
11. Event
Shut Down: How will you move your attendees out of the venue in the
event of an incident?
Will there be entry point security? Lot security?
Environmental control?
12. Medical Emergencies, Fire Alarms and Other Disruptions: How will these be handled during an event?
13. Will there be faculty and/or staff support of the event?
14. Debriefing if there is an Incident: Who will attend post event
meetings? What documentation will be needed? Who gets copies? Who will handle
the media?
Special Events (Liquor) Permit Checklist
Please schedule/coordinate first with Emilia Parker (Ref. 12-48-101 et seq.)
1. Will liquor or beer be served "by the drink"? (Yes = Permit May Apply)
2. Is any form of gambling, other than a bingo or raffle involved? (Yes = Permit Denied)
3. Will
a sponsor ensure that no intoxicated person is served; that indecency
and disturbances will be reported; no liquor, except that approved
by
the special event permit is allowed on premises during the event
and only adults are served alcoholic beverages? (Yes = Permit May Apply)
4. Will anyone at the event be nude or partially nude (simulations included)? (Yes = Permit Denied)
5. The sponsor will display the special event permit on premises.
6. No one under 18 years of age may serve beer and no one under 21 may serve spirituous liquor.
7. Is the
sponsor a group incorporated as social, fraternal, patriotic,
political or athletic and not for monetary gain? (Yes = Qualifies for Special Events
Permit)
8. Is there satisfactory reason to believe that no existing facilities meet the needs of this organization and event?
9. Special fees apply, both state and municipal - see 12-48-104.
10. Sandwiches and snacks must be available during the event during hours of beer/liquor service.
11. A "specific location" must be identified; therefore fencing or other boundary equipment may be required.
12. Posting of public notice of permit application must be made for 10 days prior to approval of the permit.
13. Is this event on campus during school hours? (12-48-107.2)
14. Is this event open to the public? (Yes = Permit Required) Private events such as members and guests, does NOT require a special event permit.
15. Is there a "cover" charge or donation involved in purchase of drinks or entry to the event?
16. No single event longer than 10 days in duration are legal.
17. A minimum of two weeks lead time on applications is suggested (See No. 12 above.)
